What is HSR?
Human Services Response™ (HSR™) is a non-counseling approach offered by the employees who work for an organization involved in a crisis or tragedy, or by representatives of that organization. It emphasizes helping meet the practical needs of people affected by a crisis or disaster while also providing appropriate emotional support. HSR™ is based on decades of research and real-world experience has been proven effective in countless scenarios across many industries and may be offered by anyone who has had HSR™ training.

Why use HSR?
HSR™ is based on interviews based on the research of Dr. Carolyn V. Coarsey with people involved in all types of crises and disasters and their descriptions of what was helpful (or would have been helpful), and what was not. It was developed specifically to address the gap that usually exists between the time the crisis occurs and when family and other personal support resources become available to those affected.

HSR™ assumes that once physical safety is assured, immediate needs are best met by the organization involved, which has the resources and power to provide both practical support (food, lodging, transportation, etc.) and emotional support (facilitating reconnection with family, friends, and other natural support systems).
